The station had used up its allocation of 20,000 operating hours, assigned when it was opted out of the EU’s Large Combustion Plant Directive in 2008.
In 2009, the station was described "the dirtiest in Europe" in an expert report produced for the European Commission, where it was listed as the worst for nitrogen oxide (NOx) emissions, said to be the cause of acid rain and respiratory problems. Longannet Power Station in Fife was also named for having high NOx emissions.⚠ [^Report says Cockenzie power station has highest emissions in Europe | Edinburgh & East | News | STV Retrieved August 07, 2013.^]
